Scope of the assignment was to conduct and environmental and social assessment of the construction and operation of infrastructure (roads, water supply, sewerage, solid waste management, energy supply) in two proposed industrial zones of Baalbek and Al Qaa in Lebanon. This included an assessment of the compliance with EBRD’s performance requirements as well as preparation of an environmental and social action plan, a stakeholder engagement plan and a land acquisition and livelihood restoration framework. A baseline on gender and economic inclusion (including the youth and refugees) was also prepared, with an assessment of the impact of the investments on women and men in terms of access to employment, entrepreneurship and training.
