Scope of project was to develop the project’s design documents, scope statements, resource and action plans as well as the related Cash-for-Work and Project Governance frameworks for a Waste to Energy project proposed for Wasatiyyah District in northern Jordan working with Syrian refugees and vulnerable host communities. The developed frameworks and components included: (1) programme governance framework and mechanisms, including project charter, roles, authorities, and responsibilities; (2) Cash for Work framework and mechanisms, including beneficiary selection criteria and assessment tools; and (3) programme-level projects design documents and plans, including high-level breakdown and definition of all major deliverables, as well as success criteria and requirements. The development of all the above required a human capacity assessment of the municipalities and governmental agencies in the area that are responsible for managing the municipal waste disposal facilities in each of the targeted municipalities, which was also conducted by the consultant and consultancy team.
